Chinese fringe flower - (Loropetalum chinense R. Br.)

Loropetalum chinense is an evergreen or semi-evergreen shrub, characterized in most varieties by foliage ranging from dark purple and red to deep green. The flowers can be pinkish-purple or white, with the main blooming period concentrated in April and May. It prefers partially shaded exposures with moist soils. It can also be grown in sunny locations, where its foliage will take on a lighter tone, tending toward orange and green.

Loropetalum is a very slow-growing plant and is used as solitary specimens, in group plantings, planters, pots, low borders, and short hedges.
